Margaret Bullens, Founder and President
Margaret is a recognized expert, author and educator in sex offender management policies and practices. She founded SAFENOWPROJECT because she felt criminal justice improvements alone would never significantly reduce sexual violenceand that individuals could be empowered to take a proactive lead at improving safety for themselves and others.
Margaret’s diverse professional experience has focused her on various aspects of sexual violence prevention or offender management, including developing and implementing a recognized adult sex offender probation program in Texas, serving full time as the “Sex Offender Management Specialist” for national organizations: American Probation and Parole Association, the Center for Sex Offender Management and the Council of State Governments. She has experience and credentials as an officer of the court, Certified Forensic Law Enforcement Polygraph Examiner, and a consultant on various tools used in the monitoring of sex offender behaviorsincluding sex crime computer investigation, polygraph, electronic monitoring and the pleythsmograph.
Margaret is a sought after expert consultant on sex offender management issues. She has served as a leading consultant on several federal grants (OJP and NIJ) focused on sex offender management, domestic violence and prevention. This includes her role as Executive Director of San Diego’s Sex Offender Management Council (SOMC, www.sdsomc.com) and polygraph expert on a newly federally funded domestic violence grant. She is instrumental in the development of collaborations responsible for new policies and practices, serving as the media contact (including Primetime Live, A&E, and FOX News) on sensitive issues, and ultimately leading these jurisdictions to be recognized as models of “best practice”.
Her work in public policy has resulted in focused legislation on both the state and federal level. She continues to provide the only nationally accredited sex offender supervision training for probation and parole officers hosted by the American Probation and Parole Association. Margaret has authored articles in several professional journals and provides reviews on new publications. Her new book, Polygraph Primer, will be published by Wood ‘n Barnes Publishing.

Tom Ford , Director
As the founder and general manager for National Purchasing Alliance, Tom has more than 25 years of executive level experience in higher education and collegiate athletics. He served four NCAA Division I institutions; University of the Pacific as Business Manager of McGeorge School of Law and Executive Director of Pacific Athletic Foundation, at the University of Houston, Tom moved from Associate Athletic Director to Director of Athletics during the glory days of Phi Slamma Jama basketball. While at the
Tom spent time at Raycom Sports, a television syndication firm as Director of Consulting Services and Executive Search at the same time maintaining and developing relationships with several NCAA Division I athletic conferences. His duties included scheduling football and basketball regional and national telecasts on ABC, ESPN and NBC. Tom also authored “Athletic Fundraising Under the Team Concept” for the NCAA Manual.
Linda Lewis, Secretary

Bill Majeski, National Advisory Council Liaison
Bill is President of Majeski Associates Inc. an Investigative firm in operation since 1988. He is a veteran of the New York City Police Department, where he had a distinguished career for 21 years as a Detective. His law enforcement expertise encompasses a vast array of criminal and internal investigations, from homicides through to political corruption. That experience has been refined over the past 18 years, serving the needs of corporate, business, legal and private clients. During his tenure as an NYPD Detective he served as a Panel Member of the Civilian Complaint Board, as a Delegate for the Detectives Endowment Association and served as a Committee member to evaluate current create new Departmental Investigative procedures. Since 1974, he has been a practicing polygraph examiner for both law enforcement and the private sector. He is the former President of the New York State Polygraph Association. He also served on the Board of Directors for the American Association of Police Polygraphists.
Bill is a former Adjunct Professor in the Graduate Criminal Justice Program of Long Island University, and for ten years directed academic programs as the Chief Instructor for the New York Institute of Polygraph Science. Mr. Majeski lectures on interviewing techniques, investigative procedures, Neuro Linguistic Programming (NLP), polygraph methodology and a host of other topics to corporate, private and government sectors. Bill has written many articles for professional journals and published in Parade Magazine. He has had the distinction of being featured in many publications including: Time Magazine, the Sunday New York Times and the New York Daily News. He is the author of " The Lie Detection Book"(a book on body language), which was published by Ballantine Publications. Additionally he is a co-compiler of a textbook titled " Corporate Investigations", published by Lawyers & Judges Publishing Company. Over the past three years, Bill has made more than one hundred and fifty appearances on FOX NEWS, MSNBC and Court TV; offerring his expertise, analysis, evaluation and assessment on current high profile investigations.
Phyllis Shess, Secretary
Phyllis is Assistant Chief of the Sex Crimes & Stalking Division for the County of San Diego District Attorney's Office. A veteran trial attorney, she has tried more than a hundred criminal cases including homicides, child abuse, domestic violence, sexual assault and stalking. An expert in sex offender management, she has been instrumental in developing best practices for law enforcement and municipalities in creating safer communities. She is a member of the San Diego County Sex Offender Management Council, and is part of the SAFE (Sexual Assault Felony Enforcement) Task Force. Phyllis has been at the forefront of Sexually Violent Predator (SVP) management in the State of California and sits on the SVP Committee for the California District Attorney's Association. In recent years, she has lectured extensively on the issue of child safety through community education, action and prevention.
Dave Weisz, Vice Chairman
David S. Weisz currently heads up Motorola’s Law Enforcement and Homeland Security Alliance efforts. In this role, he directs Motorola’s alliances with customer trade associations and helps establish and strengthen relationship with senior customer officials such as Chiefs of Police, State Police Colonels and other government officials. He represents Motorola during various award presentations and has recently shared the stage with U.S. Attorney General Alberto Gonzalez and Under Secretary for the Preparedness Directorate at the U. S. Department of Homeland Security George Foresman. In addition he has taken his consumer marketing experience and applied it to major projects such as Motorola’s new partnerships to help build the National Law Enforcement Museum and the Chicago Police Memorial.
Along with his efforts to support key areas in law enforcement such as increasing funding and spectrum needs, he is sharing his corporate perspective with various law enforcement agencies as they look at their own marketing needs.
Weisz began his career at Motorola in 1979 in the Public Relations department for the Communications Sector. In 1984, Weisz was promoted to head the department with responsibility for directing worldwide public relations efforts. He later spent three years in a strategic sales management role in the Sector’s Government Markets Division before developing the corporation’s first dedicated sports marketing function in 1991. Weisz was a pioneer in Motorola taking a discipline not fully understood by senior management and bringing it to a level to support key marketing initiatives. Weisz has been involved in all aspects of sports and event marketing as well as most marketing communications functions. Programs developed and implemented include Motorola’s sponsorship of the NFL, Olympic Games, PGA, Indy Car, and America’s Cup, as well as many local events. He has spoken at numerous marketing conferences and recently moderated a session on municipal marketing- an area that is rapidly increasing as cities look at ways to generate new revenue and promote their own brand.
